On June 21, HUD's Office of Policy Development and Research will host a lively exchange on the relationship between affordable housing and regulatory barriers.
A panel of researchers and practitioners will discuss the land use zoning and regulations, permitting processes, and “not in my backyard” (NIMBY) opposition that research points to as primary causes of restricted housing supply and increased housing costs. The panel will explore a variety of state and local policies that attempt to overcome these barriers to affordable housing, including expedited permitting, loosened parking requirements, zoning for accessory dwelling units, and by-right development, as well as a market-based approach to developing housing affordable to entry-level workers that does not involve public subsidies.
